I am directed by the Earl of Kimberley to acknowledge the receipt of your letter of the 8th July in which you apply to be transferred from Hongkong to some other Colony and to state that your previous application was duly considered, and that for the reasons stated in the letter of the 22nd April, from this Office Lord Kimberley would not feel justified in holding out to you much hope that he will be able to comply with your wishes.
